		<description>The real story is that the NCA is a Government Quango.  One of the 800 or so that need to be done away with if this country is to survive.  It is part of the problem not the solution.  We don&#039;t need Celia Larkin or Eddie Hobbs to tell us that we are being ripped off.  Everyone knows the way to Aldi, Lidil and NI if needs be.  If the government just did its job we would not need Quangos.  We are paying twice, not just a percentage, we are actually paying two times.  Then of course the Quangos hire PR companies to make them look good.  Quango&#039;s supported by another useless layer of media spin doctors and the consumer pays for the lot!</description>
